Establishes a study committee on latino college completion consisting of 16 members including representatives from the governor's office, Arizona Commission for Postsecondary Education, superintendent of public instruction, legislators, school administrators, charter schools, school boards, teachers, and business organizations.

Committee shall recommend measures to address latino college completion rates and review K-12 achievement and high school completion rates of latinos and other minorities.

Committee must submit a report with findings and recommendations to the speaker of the house and president of the senate by January 1, 2014, and provide a copy to the secretary of state.

Committee shall present its findings at a joint meeting of the education committees of the senate and house of representatives by February 1, 2014.

The study committee automatically repeals on September 30, 2014.
