Mandates background checks on purchasers or transferees through the federal NICS system (18 U.S.C. § 922(t)) and state/local law before firearm delivery.

Allows licensed dealers to charge a fee of up to $20 to cover administrative costs for facilitating private firearm transfers.

Exempts law enforcement, military personnel, gunsmiths performing repairs, common carriers, shooting range loans, lawful loans for hunting/sporting purposes, and firearm inheritance by non-prohibited possessors.

Classifies violations as a class 2 misdemeanor offense.
