Amends Arizona Revised Statutes section 28-8202 to expand eligibility for state aviation fund distributions to include Indian reservations and Indian tribes or tribal governments.

Allows the state aviation board to distribute monies for planning, design, development, acquisition of interests in land, and construction of airport facilities on Indian reservations in addition to counties and incorporated cities and towns.

Expands the definition of "publicly owned and operated airport facility" to include airports where an Indian tribe or tribal government holds an interest in the land, subject to the same twenty-year minimum control requirement as other public entities.

Maintains the existing ten percent cap limiting grants to any one airport to no more than ten percent of the average annual revenue the fund received over the past three years in any fiscal year.
