• Establishes a 20-member Highway User Fee Replacement Task Force to develop alternatives to motor vehicle fuel and use fuel taxes, with members representing trucking, construction, business, government, transit, environmental, and academic sectors.

• Requires the Department of Transportation to develop and implement one or more pilot programs by October 1, 2015 to test alternative revenue collection methods, including vehicle identification technology, mileage reporting systems, and payment collection mechanisms.

• Authorizes the department to establish highway use fees for pilot program participants, which may be imposed in lieu of traditional fuel taxes, and allows refunds of fuel taxes paid by participating vehicles.

• Permits funding for the task force and pilot programs through state highway fund monies, federal grants, and public or private donations.

• Requires the task force to submit a report to the legislature by October 1, 2014 on alternatives to current fuel-based taxation and repeals the task force and pilot program provisions on September 30, 2023.
