Appropriates $42,000,000 from the state general fund in fiscal year 2013-2014 to the school facilities board for school technology.

Requires the school facilities board to complete a technology needs assessment by January 1, 2014 addressing student-to-computer ratios, broadband access to the internet, and broadband connectivity within school campuses.

Directs grant funding to school districts and charter schools for computer devices and software with a goal of achieving a ratio of no more than 5 students per computer device.

Allows any remaining monies after initial expenditures to be used for internet and broadband connectivity grants to school districts and charter schools.

Exempts the appropriation from lapsing and expresses legislative intent to provide additional funding in fiscal year 2013-2014 to fully address identified technology needs.
