Establishes a 15-year moratorium on imposing the death penalty in Arizona for first degree murder convictions under sections 13-1105, 13-751, and 13-752, effective through December 31, 2028.

Requires the legislature to appropriate cost savings generated by the moratorium to the Arizona criminal justice commission, which shall distribute funds to local law enforcement agencies for cold case investigations.

Directs counties to prioritize using cost savings from the moratorium to fund cold case investigations.

Applies to any first degree murder case in which the trier of fact has not rendered a verdict on or after the effective date of the act.

Expresses legislative intent to evaluate the cost savings after the 15-year period expires and determine whether to extend or make the moratorium permanent.
