Amends Arizona Revised Statutes sections 28-6922 and 41-1252 to require Joint Committee on Capital Review (JCCR) approval before the Department of Transportation director may proceed with highway construction projects exceeding $15 million in total cost.

Prohibits artificial division of highway construction projects to avoid JCCR review thresholds.

Adds highway construction project review as a new duty of the JCCR, specifically for projects exceeding $15 million in total cost.

JCCR review authority and staffing remain unchanged, continuing to be staffed by the joint legislative budget committee staff.
