Adds Article 4 to Title 12, Chapter 10 of Arizona Revised Statutes to establish procedures for class action certification and conduct.

Requires courts to hold a hearing and issue a written order determining whether an action should be maintained as a class action, including reasons and supporting evidence.

Grants courts authority to manage class actions through orders controlling proceedings, requiring notice to class members, imposing conditions on parties, and handling other procedural matters.

Makes certification or refusal to certify a class action appealable as a final order or judgment, with discovery stayed during appeal unless court permits otherwise.

Applies only to causes of action filed after the effective date of the act (June 20, 2013).
