Amends Arizona Revised Statutes Section 15-393 regarding joint technical education districts (JTEDs) and modifies provisions for calculating per-pupil funding and average daily membership.

Establishes that students enrolled in centralized JTED courses meeting at least 150 minutes per class period shall generate 0.75 average daily membership rather than full membership.

Allows students enrolled in both member school district and JTED courses at community colleges or non-district-owned facilities to generate combined average daily membership not exceeding 1.75, with each entity capped at 1.0.

Permits leased facilities operated by JTEDs to claim 0.75 average daily membership for qualifying courses when approved by the joint committee on capital review and addressing specific industry needs (through December 31, 2016).

Adds provisions allowing accommodation school students to be counted in average daily attendance for either the JTED or accommodation school, and includes definitional updates for "base year" and "lease."
