Adds section 13-3626 to Arizona Revised Statutes to establish a new offense of "child abuse by torture" applicable to persons with care, custody, or control of a child.

Defines child abuse by torture as intentionally or knowingly causing: repetitive or prolonged physical abuse, prolonged physical restraint or confinement that deprives necessities, burns to any body part, unreasonable physical pain or suffering, or serious mental harm or suffering.

Classifies child abuse by torture as a class 4 felony with mandatory sentencing provisions prohibiting suspension, probation, pardon, commutation, or release except through section 31-233(A) or (B) or section 41-1604.07.

Defines "serious mental harm or suffering" as an injury to a child's mental condition diagnosed by a licensed behavioral health professional that results in identifiable and substantial impairment of intellectual or psychological functioning or development.

Incorporates the definition of "abuse" from section 8-201 and defines "child" as an individual under eighteen years of age.
