Requires private pregnancy assistance agencies listed on the state health department website to either inform clients of all pregnancy options including abortion rights, or post a sign stating the agency does not provide abortion information.

Expands civil action rights to allow women to sue private pregnancy agencies that failed to inform them of their right to legal abortion, unless the agency posted the required sign.

Applies the same disclosure requirements and civil action provisions to cases involving fetal conditions, including lethal and nonlethal diagnoses.

Specifies that perinatal hospice services must be offered as an alternative to abortion for women with unborn children diagnosed with lethal fetal conditions.

Establishes a six-year statute of limitations for civil actions and allows recovery of statutory damages of $5,000 or three times the cost of abortion, plus attorney fees.
