Amends Arizona law (A.R.S. § 28-2409) to allow permanently disabled persons to obtain one removable windshield placard for each vehicle registered to the disabled applicant, rather than limiting to one placard per person.

Allows organizations that primarily transport physically disabled persons to obtain one placard for each qualified vehicle they own or lease.

Updates terminology to reference the "United States department of veterans affairs" instead of the "veterans administration" for veterans disability certificates.

Maintains that the department of transportation issues placards at no additional charge and establishes validity periods of five years for permanently disabled placards and department-determined periods for temporarily disabled placards.

Permits combining requests for international symbol of access special plates with honored military license plates or other special plates, subject only to the fee for the primary special plate requested.
