Establishes a program beginning October 1, 2013, for the Arizona Health Care Cost Containment System (AHCCCS) to assist members with hemophilia or related bleeding disorders to obtain comprehensive services through private insurers.

Requires AHCCCS to issue annual grants to a statewide hemophilia organization to administer the program, identify qualified members, and prescribe the application process.

Grant recipients must assist individuals in obtaining and paying for private insurance that offers more services than AHCCCS requires, maintain separate grant accounts, and submit annual reports to the director by October 1.

Allows grant funds to assist persons with annual family income not exceeding 250% of federal poverty guidelines, or those above that threshold who experienced significant hardship, to purchase health insurance, pay for comprehensive visits, and cover coinsurance, copayments, and prescriptions related to hemophilia treatment.

Appropriates $500,000 from the general fund for fiscal year 2013-2014 to AHCCCS for grants under this program, which terminates October 1, 2023.
