Amends Arizona Revised Statutes section 9-502 regarding municipal franchise procedures for public utilities.

Requires the ballot for franchise elections to include an estimate of any proposed fees or taxes that are not related to franchise work or franchise fees.

Makes minor grammatical corrections, replacing "upon" with "on" and "prior to" with "before" in existing statutory language.

Adds a new provision exempting public utilities that spend only their own monies or resources in support of their proposed franchise from campaign finance disclosure requirements under title 16, chapter 6.

Maintains existing requirements that franchises cannot exceed 25 years and must be granted only in the form filed and published.
