Amends Arizona Revised Statutes section 41-3501 to modify the definition of "budget unit" in state information technology law.

Removes the phrase "legislative or" from the exclusion of branches, clarifying that only the judicial branch is excluded from the definition of budget units.

Budget units continue to be defined as departments, commissions, boards, institutions, or other state agencies receiving, expending, or disbursing state funds, excluding universities under the Arizona Board of Regents, community college districts, and the judicial branch.

The amendment maintains existing definitions for related terms including "committee," "department," "director," "disaster recovery," and "information technology" in state IT governance provisions.
