Amends the definition of "taxi" in Arizona law to allow taxis to offer prearranged ground transportation service for a predetermined fare, in addition to local transportation based on distance traveled.

Eliminates the requirement for taxis offering prearranged ground transportation service with a predetermined fare to use a taxi meter or obtain a separate commercial device license.

Allows a taxi licensed by the department to offer prearranged ground transportation service without requiring additional licensure as a livery vehicle.

Removes the requirement for exterior signage on livery vehicles once a passenger is accepted and a fare is determined, allowing the signage to be removed during occupied rides.

Updates corresponding definitions in multiple Arizona Revised Statutes sections to reflect that taxi fare determination can be either distance-based or by prearranged predetermined rates.
