Requires the state board of education, in cooperation with the Arizona board of regents and community college districts, to adopt rules awarding academic credit to students who complete massive open online courses (MOOCs) and pass a competency test.

Defines a qualifying MOOC as a course with credentials-meeting instructors, two-way digital communication, at least 12 consecutive weeks of instruction, periodic assessments, and either free or reduced-cost delivery.

Requires students to obtain a passing score on a state board-selected or developed competency test measuring college and career readiness to earn credit.

Allows the state board of education to adopt additional criteria for MOOC qualification beyond those specified in the statute.

Applies to pupils in kindergarten and grades 1-12, community college students, and undergraduate university students in Arizona.
