Requires the Arizona Secretary of State to establish an online voting pilot program before the 2014 primary election using a secure internet portal.

Pilot program must securely identify and authenticate voters, verify voter registration and eligibility, and maintain secure records of votes cast with post-election verification capabilities.

Program must be implemented in at least one county and at least one city, town, or other local election jurisdiction, with advance review and approval by the Secretary of State.

Online voting is offered as a supplementary method to supplement early voting and polling place voting, with public review and comment opportunities before implementation.

Pilot program automatically expires December 31, 2016.
