Amends Arizona Revised Statutes section 28-900 to add rules regarding assigned seating in school buses for children in kindergarten through grade twelve.

Requires school bus drivers to use seating charts to enforce assigned seating and report student absences to the school immediately after picking up children at the last bus stop before proceeding to school.

Maintains existing provisions for minimum safety standards for school bus design, equipment, inspection, and operation adopted in consultation with the Department of Public Safety and school bus advisory council.

Allows school bus exteriors to be painted white on top to reduce interior temperatures, with specific restrictions on the white area's extent.

Authorizes the Department of Public Safety to enforce all adopted school bus rules.
