Establishes fixed tuition rates for eligible undergraduate students at Arizona Board of Regents universities for eight consecutive fall and spring semesters beginning with their first enrollment.

Applies to students who first enroll after the 2012-2013 academic year and who opt into the program; also applies retroactively to eligible students already enrolled before the 2012-2013 academic year.

Allows universities to extend the four-year fixed rate period if a particular undergraduate program requires more than four years to complete.

Students not completing their degree within eight semesters pay an increased rate equivalent to new students entering one year after their initial enrollment for semesters nine and ten; prevailing rates apply thereafter.

Provides military members with tolled time during active duty service and allows them to reenroll within twelve months to retain their original fixed tuition level; part-time students receive prorated rates based on full-time fixed tuition amounts.
