Prohibits the state of Arizona and all political subdivisions from recognizing the United Nations or any of its declarations as legal authority in the state, specifically including the Rio Declaration on Environment and Development and the Statement of Principles for Sustainable Development adopted in Rio de Janeiro in June 1992.

Bans the state and political subdivisions from directly and knowingly expending money, obtaining membership, receiving funding, contracting services, or providing financial or other aid to any group that espouses the usurping or overthrow of the U.S. Constitution for the express purpose of adopting or implementing the UN Rio Declaration.

Defines "political subdivision" to include the state, counties, cities, towns, and any special districts authorized by counties, cities, or towns in Arizona.
