Amends Arizona Revised Statutes sections 36-2232 and 36-2233 to regulate ambulance services, including operation, rates, response times, and certificates of necessity.

Requires ambulance services to file separate audited financial statements for each distinct certificate of necessity, effective January 1, 2014, unless the department adopts rules first.

Eliminates the public necessity requirement for applicants seeking a certificate of necessity solely for scheduled nonemergency ground ambulance services.

Directs the director to consider hospital diversion, delayed emergency department admission, and number of ambulances engaged in response when reviewing compliance with response time requirements.

Clarifies that service areas granted by certificate of necessity may exclude subsequent annexations to a city, town, or political subdivision.
