Amends Arizona Revised Statutes section 41-191.04 regarding collection of debts owed to the state and its agencies.

Requires state agencies, boards, commissions, and departments to refer all debts owed to the attorney general for collection within 12 months after the debt is incurred.

Mandates that agencies submit periodic reports of debts in a form and manner jointly prescribed by the attorney general and the director of the department of administration.

Preserves existing remedies for debt collection and authorizes the attorney general to pursue all necessary and appropriate collection proceedings.
