Changes the article heading in Title 13, Chapter 38, Article 29 from "POST-CONVICTION RELIEF" to "POSTCONVICTION RELIEF"

In capital cases, extends the time for defendants to file a postconviction relief petition from 60 days to 120 days from completion of the direct appeal record

Adds a new ground for postconviction relief allowing defendants to demonstrate by clear and convincing evidence that facts would establish reasonable doubt of guilt or, in capital cases, of aggravating circumstances making them eligible for death

Clarifies that in capital cases, counsel is appointed upon filing of notice of appeal rather than after affirmance on direct appeal, and extends time for successive petitions from 30 to 60 days

Modifies procedures for appointing postconviction relief counsel in capital cases to allow presiding judges to make appointments if authorized by the supreme court, and increases hourly compensation cap from $100 to $125 per hour
