Amends Arizona Revised Statutes Title 12, Chapter 1, Article 1 by adding section 12-119.06 regarding attorney licensing and regulations.

Authorizes the Arizona Supreme Court to license attorneys for the practice of law in the state and adopt rules governing attorney licensure, including minimum qualifications, testing requirements, and background investigations.

Grants the Supreme Court authority to discipline and disbar attorneys through established rules.

Prohibits requiring attorneys to be members of any organization as a condition of obtaining or maintaining a license to practice law in Arizona.
