Clarifies petition circulator requirements by specifying that non-residents of Arizona must register as circulators with the secretary of state before collecting petition signatures and that the secretary of state must establish procedures for receiving service of process for registered circulators.

Maintains existing provisions that signatures on a petition sheet must all be from qualified electors registered in the same county, with invalid signatures from multiple counties being counted only from the county with the most signatures on that sheet.

Corrects technical language in the affidavit form for petition circulators regarding signature verification procedures.
