Amends Arizona Revised Statutes section 8-127 to authorize county attorneys to prepare petitions to terminate parent-child relationships without charge to prospective adoptive parents.

County attorney services apply when the prospective adoptive parent resides in the county or when the child is a ward of the court in that county.

Allows county attorneys to withdraw from representation if either the adoption petition or termination petition becomes contested, after which the prospective adoptive parent must hire private counsel.

Maintains existing exceptions preventing county attorneys from preparing petitions for adoptions under title 14, chapter 8 or from handling enforcement/modification matters related to adoption agreements under section 8-116.01.
