Establishes a beverage container recycling fund administered by the Department of Environmental Quality, funded by fees assessed on distributors, entertainment facilities, and consumers.

Imposes a 5-cent fee per beverage container (24 ounces or less) and 10-cent fee per container (more than 24 ounces) collected by the Department of Revenue and deposited into the recycling fund.

Requires redemption centers to pay consumers the full redemption value (5 cents or 10 cents depending on container size) plus a 1-cent incentive payment per container returned.

Mandates that all beverage containers sold in Arizona display "Arizona redemption value" or "A.R.V." labeling on the outside of the container.

Requires the Department of Environmental Quality to establish rules ensuring adequate redemption center coverage in counties with 250,000+ residents and requiring retail outlets to provide on-site redemption if no off-site center exists within six months.
