Requires used motor vehicle dealers to provide buyers and lessees with a written express warranty in the customer's preferred language covering at least 30 days or 1,000 miles from delivery, whichever is earlier.

Dealers must notify customers within one business day whether they will repair the vehicle to conform with the warranty or cancel the sale/lease and provide a full refund minus reasonable damage costs.

Warranty must cover major components including engine, transmission, drive systems, cooling system, braking system, suspension, steering, seatbelts, airbags, catalytic converter, heater, and related electrical/electronic systems.

If a dealer chooses to repair, the dealer must pay 100 percent of labor and parts costs and cannot charge for towing, inspection, engine teardown, or deductibles.

Dealers must refund customers within one business day of vehicle return if cancellation is elected, and any agreement disclaiming or waiving these warranty rights is void as contrary to public policy.
