Authorizes the Department of Transportation to issue American Indian veterans national memorial special plates if an entity pays $32,000 for implementation and design of the plates, subject to department approval.

Establishes the American Indian veterans national memorial special plate fund, with $25 annual fees per plate ($8 administration fee and $17 donation) deposited into the fund.

Requires the first $32,000 collected to reimburse the entity that funded implementation, with remaining donations allocated to a museum in Arizona focused on American Indian art and history that has established a memorial honoring American Indian veterans.

Limits annual fund administration costs to no more than 10 percent, with allocated monies used for maintenance costs of the American Indian veterans memorial.

Renumbers existing statutes (sections 28-2451 through 28-2455 to become 28-2471 through 28-2475) and updates related provisions in highway fund and veterans' affairs statutes to reference the new section numbers.
