Creates certification framework for board certified music therapists in Arizona through new Title 36, Chapter 39, effective October 1, 2014.

Requires applicants to hold a bachelor's degree or higher in music therapy from an AMTA-approved program, complete minimum 1,200 hours of clinical training (180 preinternship, 900 internship), and pass the Certification Board for Music Therapists examination.

Authorizes the Director of Health Services to issue certificates, collect fees, and adopt rules regarding certification periods and renewal processes.

Exempts regulated professionals in other professions, music therapy students, and persons under supervision from certification requirements as long as they do not claim to be board certified music therapists.

Sunsets the entire certification chapter on June 30, 2019, and exempts the Department of Health Services from standard rulemaking requirements for one year after the act's effective date.
