Adds A.R.S. § 36-2820 to require the Department of Health Services to immediately revoke the registration certificate of any registered nonprofit medical marijuana dispensary that violates advertising or labeling requirements.

Prohibits dispensaries from packaging medical marijuana in a way that misbrands it or represents its use for purposes other than the medicinal purposes prescribed by the medical marijuana chapter.

Requires all medical marijuana packages to be white and opaque with labeling using only black text on a white background.

Prohibits dispensaries from advertising medical marijuana for any use other than the medicinal purposes prescribed by the medical marijuana chapter.

Makes the new statute effective only upon affirmative vote of at least three-fourths of the members of each house of the legislature, per Arizona Constitution article IV, part 1, section 1.
