Amends Arizona Revised Statutes section 15-241 to establish an annual achievement profile system for public schools and school districts using letter grades (A through F) based on academic performance indicators.

Requires schools assigned a letter grade of D to develop improvement plans within 90 days and schools assigned an F grade to develop or revise improvement plans within 60 days, with public meetings to present the plans.

Establishes the failing schools tutoring fund to provide supplemental instruction certificates to students attending D or F-rated schools or those who failed portions of the Arizona Instrument to Measure Standards test.

Creates a solutions team composed of master teachers, fiscal analysts, and curriculum assessment experts to assist schools with D or F grades in implementing improvement strategies and curriculum alignment.

Requires the Department of Education to publish exit criteria for schools and school districts to achieve compliance and exit from F-grade status, including proper implementation of school improvement plans.
