Establishes that teacher assessment and evaluation reports prescribed in section 15-203(a)(38) are confidential and do not constitute public records for charter schools, charter holders, charter school sponsors, and the Department of Education.

Permits release of teacher evaluations to the evaluated teacher without restriction and to authorized officers and employees of the charter school, charter holder, or sponsor for personnel matters and related hearings.

Allows disclosure of evaluations to school districts and charter schools inquiring about teacher performance for employment purposes.

Permits introduction of evaluations as evidence in court proceedings between the teacher and charter school, charter holder, or sponsor when teacher competency is at issue or when an evaluation was an exhibit in a hearing being challenged.
