Amends Arizona Revised Statutes to create a new article 4 in title 12, chapter 10 establishing procedures for class action lawsuits.

Requires courts to hold a hearing and issue a written certification order determining whether an action should be maintained as a class action, including the court's reasons and evidence supporting the decision.

Authorizes courts to issue orders controlling class action proceedings, including notice requirements to class members, conditions on representatives, amendments to pleadings, and other procedural matters.

Makes certification or refusal to certify a class action appealable as a final order or judgment, with all discovery and proceedings stayed during the appeal, and such appeals given preference treatment.
