Amends Arizona Revised Statutes section 15-726 regarding textbook and instructional computer software purchases in schools with four or fewer teachers.

Changes the county school superintendent's role from having "advisory authority to assist" the governing board to simply "advise" the governing board in selecting and ordering textbooks and instructional computer software.

Maintains existing requirements for state welfare institutions and accommodation schools to purchase textbooks and instructional computer software using the same procedures as common schools.

Preserves the requirement that welfare institutions use their own institutional funds for purchases, while accommodation schools' purchases are funded through county school reserve funds.
