Corrects grammar by changing "is-not" to "is not" in the statutory language describing eligibility requirements.

Allows newborn or adopted children to be eligible individuals without meeting the standard creditable coverage period requirement if continuously covered under an accountable health plan since birth, adoption, or placement.

Prohibits preexisting condition exclusions or limitations for qualifying children with continuous health insurance coverage under an accountable health plan.
