Provides exceptions allowing 14-17 year olds to possess firearms while engaged in lawful hunting, shooting events, marksmanship practice, or agricultural activities related to crop and livestock production.

Establishes penalties including fines up to $250 for unloaded firearms and up to $500 for loaded firearms, with potential driver license suspension until age 18.

Requires law enforcement to seize any firearm possessed by a minor in violation of the statute and mandates forfeiture upon adjudication or conviction, unless a lawful owner can be identified.
