Amends Arizona law regarding the disposition of forfeited and unclaimed firearms by requiring they be destroyed instead of sold to licensed firearms dealers.

Changes section 12-945 to order that forfeited firearms be destroyed rather than sold to authorized businesses for public resale.

Changes section 13-3105 to require destruction of weapons and explosives forfeited upon conviction for felonies involving deadly weapons or dangerous instruments, removing the previous authorization to sell such items within one year.

Also applies the destruction requirement to weapons forfeited when a defendant is found incompetent to stand trial under Arizona Rules of Criminal Procedure Rule 11.
