Requires county officers in charge of elections to review precinct needs and hold public hearings at least 120 days before elections to develop plans for reducing voter wait times to a maximum of 30 minutes, including consideration of bilingual workers and precinct boundary revisions.

Mandates that at least one-half of a county's precincts designate electronic media poll lists, registers and signature rosters, and changes board authorization of voting centers from discretionary ("may") to mandatory ("shall").

Establishes separate voting lines for provisional ballot voters at polling places and requires board workers to provide forms to voters who appear at incorrect precincts, directing them to the correct location.

Modifies provisional ballot procedures to allow counting of ballots from voters directed to incorrect precincts for only non-precinct-specific candidates and issues after verification.

Allows counties to split precincts for administrative purposes and requires notification of provisional ballot voters regarding whether their ballot was verified and counted.
