• Amends justice of the peace compensation provisions to require county reporting on case types and judicial productivity credits before state reimburses compensation and employee expenses

• Increases threshold for lapsing provisions in the collection enforcement revolving fund from $100,000 to $500,000 annually

• Establishes mandatory $2.5 million annual transfer from the corrections fund to the department of corrections building renewal fund

• Suspends statutory caps on highway user revenue fund monies available for Department of Public Safety highway patrol costs in fiscal year 2013-2014

• Suspends nonsupplanting provisions in multiple statutes related to county funding for judicial and legal services in fiscal year 2013-2014

• Authorizes Department of Corrections to use monies from transition program fund and interagency service agreement fund for operating expenses in fiscal year 2013-2014
