Proposes constitutional amendment to prohibit the death penalty in Arizona by adding Article II, Section 38 stating "No person shall be sentenced to death in this state."

Removes language authorizing capital punishment from Article II, Section 22 (Bailable offenses) by striking "capital offenses" as an exception to bail eligibility.

Amends Article II, Section 23 (Trial by jury) to remove reference to death sentence by deleting "death or" from jury requirement language.

Repeals Article XXII, Section 22 of the Arizona Constitution relating to the judgment of death.

Requires submission of the proposed amendment to Arizona voters at the next general election for approval.
