AZ SCR1003

Enacts the "Arizona Higher Education Fairness Act" as a ballot measure for voter approval, allowing undocumented immigrants who entered Arizona before age 16 and resided in the U.S. for at least five years to qualify for in-state tuition.

Requires undocumented students to meet additional criteria including current school enrollment, high school graduation, GED attainment, or military service, plus be under 31 years old and have no felony convictions.

Removes the federal prohibition that denied in-state tuition eligibility to undocumented students, replacing it with new eligibility standards under section 15-1802 and 15-1803.

Allows classified in-state students under this act to access the same rights and benefits as other in-state students, including financial aid and scholarships, with student information kept confidential.

Clarifies that postsecondary education and adult education are excluded from definitions of "state or local public benefits" requiring citizenship documentation.
