Changes the deadline for filing initiative petitions from "not less than four months" to "not LATER than six months" immediately preceding the election date.

Modifies the percentage requirements by changing "per centum" to "cent" throughout the constitutional text (technical language update with no substantive change to percentages).

Proposes an amendment to Article IV, Part 1, Section 1 of the Arizona Constitution relating to the initiative and referendum powers.

Requires submission of the proposition to voters at the next general election under procedures specified in Article XXI of the Arizona Constitution.
