Proposes constitutional amendment to clarify that executive officials who serve any portion of a term due to succession (death, resignation, removal, or disability) are deemed to have served a full term and may serve only one additional term.

Changes the election method for executive department positions from requiring a majority vote to requiring only the highest number of votes cast, eliminating the need for runoff elections.

Removes previous language that explicitly stated partial terms counted toward the term limit restriction by replacing it with new language defining partial term service as equivalent to a full term.

Applies only to the five elected executive officers: governor, secretary of state, state treasurer, attorney general, and superintendent of public instruction.

Requires voter approval through a general election and gubernatorial proclamation to take effect.
