Increases the Independent Redistricting Commission from 5 to 9 members, with no more than 3 members from the same political party.

Changes the appointment process to require majority party and minority party caucuses of both legislative chambers to vote on selections, with the two party caucuses in each chamber jointly voting to select additional members.

Expands the pool of nominated candidates from 25 to 40 persons (14 from each major party and 12 unaffiliated).

Adds competitive districts as a goal in the redistricting process and establishes a priority order for criteria including constitutional compliance, equal population, competitiveness, geographic compactness, and respect for communities of interest.

Increases funding for the 2020 census redistricting from $6,000,000 to $10,000,000 and requires legislative appropriation recommendations for redistricting expenses in years ending in 8 or 9 after 2021.
