Expresses legislative opposition to the EPA's Federal Implementation Plan for regional haze reduction and supports Arizona's State Implementation Plan instead.

Objects to EPA requirements that three coal-burning power plants near Holbrook, St. Johns, and Benson install selective catalytic reduction (SCR) technology to reduce nitrogen oxide emissions.

Contends that SCR technology is unnecessarily expensive (costing utilities hundreds of millions of dollars) and provides no visible improvement over low-NOx burners and other technology already agreed to by utilities.

Warns that mandatory SCR installation could force utility facility shutdowns, eliminate jobs, reduce school and public safety funding, increase electricity costs for consumers, and raise utility rates that would harm Arizona's economic competitiveness.
