Proposes submitting to Arizona voters a measure to redirect excess monies from the Clean Elections Fund to public school programs through 2029.

Requires 80% of excess Clean Elections Fund monies to be transferred to the Department of Education for public school safety programs, including school resource officers.

Allocates 20% of excess monies to the Department of Education for distribution to school districts: 15% for behavioral health services to students and 5% for hiring, training, and retaining school counselors.

Modifies the Clean Elections Fund tax designation to allow taxpayers to make a $5 voluntary contribution through an income tax return check-off box with a corresponding $5 tax reduction, starting in tax year 2014.

Allows taxpayers to make voluntary donations to the Clean Elections Fund with a dollar-for-dollar tax credit up to 20% of tax liability or $500 per taxpayer, whichever is greater.
