AZ HB2003

Modifies watercraft casualty reporting requirements and penalties, changing the offense for property-only damage from involving an "attended" watercraft to any "property of another" watercraft, reducing the classification to a class 3 misdemeanor.

Redirects certain criminal penalties and assessments from the "public safety equipment fund" (section 41-1723) to the "law enforcement and boating safety fund" (section 5-383) for boating under the influence convictions under sections 5-395.01, 5-396, and 5-397.

Adds a new civil penalty structure for refusal to submit to alcohol or drug testing while operating a motorized watercraft, imposing a $750 civil penalty plus additional assessments totaling $1,000.

Establishes that monies collected from boating DUI assessments must be deposited in the law enforcement and boating safety fund to support county boating law enforcement, personnel, equipment, and training programs.

Updates section 41-1723 to remove references to boating-related DUI assessments that are now directed to the separate boating safety fund instead.
