Amends Arizona Revised Statutes Section 8-162 regarding the nonrecurring adoption expense program administered by the department.

Clarifies that the department shall not reimburse nonrecurring adoption expenses unless an application is approved and an agreement is signed before entry of the final decree of adoption, with limited exceptions.

Permits post-finalization reimbursement only for adoptions with final decrees entered between January 1, 1987 and September 27, 1990, or for expenses paid after January 1, 1987 on decrees entered before that date.

Requires persons seeking reimbursement for adoptions finalized between January 1, 1987 and September 27, 1990 to file applications by December 14, 1990.

Makes technical corrections to statutory language by specifying "September 27, 1990" instead of "the effective date of this article" in relevant provisions.
